Feasibility Studies and General Programming and Prioritization LSC
Working with the North Carolina Department of Transportation’s (NCDOT) Division of Planning and Programming, McCormick Taylor has evaluated more than 25 State Transportation Improvement Program (STIP) candidate projects through multiple Feasibility Study Limited Services Contracts (LSC).
The Challenge
McCormick Taylor has held NCDOT Feasibility Study contracts since 2017, including a recent selection in May 2026. Through the LSC, McCormick Taylor assists NCDOT with the investigation of a variety of STIP projects, providing engineering design evaluations, advanced planning, and environmental documentation. The findings of these evaluations are summarized in a Feasibility Study Report. The Feasibility Study is also known as the Express Design Evaluation Process and is conducted as part of the initial step in NCDOT’s Project Delivery Network (PDN).
How We Helped
McCormick Taylor has completed numerous feasibility studies across the state, which are demonstrated on the map below. Through these efforts, McCormick Taylor has produced various alternatives for highway modernizations and new location roadways, and identified access management, widening, structure, and intersection improvements. Coordinating with NCDOT and local stakeholders, our engineers and environmental scientists work to understand each project’s needs and thoroughly evaluate the study area, identifying potential impacts, challenges, and opportunities associated with the proposed improvements.

Project H191910 is an interchange improvement project at Benjamin Parkway and US 70 (Wendover Avenue) in Greensboro, NC. The design will replace the existing bridge structure and separate pedestrian bridge structure with a new girder bridge that will incorporate a multi-use path on one side and sidewalks on the other. The existing ramps will be improved to assist with pedestrian movements and reduce conflict points at intersections.

Project H171195 proposes to improve the intersection by constructing a single lane roundabout at the intersection of SR 3210 (Transou Road) and SR 1455 (Balsom Road) near Winston-Salem, NC. The improvement would improve safety and capacity at this intersection by creating slower free flowing traffic.

Project H192536 proposes to convert US 13/NC 42 (E. Memorial Drive) from a major collector arterial to a divided facility with a sidewalk and multi-use path from SR 1409 (Dr. Martin Luther King Jr. Drive South) to NC 561 within the Town of Ahoskie, NC. In the proposed project area, US 13/NC 42 is a three-lane roadway in a residential area from the intersection with SR 1409 southeast to the intersection with Peachtree Street, and a five-lane roadway serving mainly businesses from Peachtree Street to the end of the project at the NC 561 intersection. The purpose of this proposed project is to improve the safety and accessibility of US 13/NC 42 with updated access management.
Results
McCormick Taylor’s consecutive selections for the NCDOT’s Planning & Programming Feasibility Studies LSC demonstrates our ability to successfully deliver the diverse services required to support these important projects which help to inform future needs, funding, and decision making across the state of North Carolina.
