As Director, Natural Resources, Rick provides companywide leadership for the discipline, offering strategic management and technical guidance in support of key pursuits. In this role, he supports the growth and development of natural resources based services and analysis, emphasizing technically sound and compliant delivery of data collection, permitting, and other related environmental services in alignment with the firm’s broader strategic initiatives.

Rick brings more than four decades of experience to his role with expertise in the fields of technical natural resource studies, regulatory compliance and policy development. With his extensive background, he often serves as a Subject Matter Expert for many of the firm’s special projects, including statewide open-end contracts with the Pennsylvania Department of Transportation’s Bureau of Project Delivery (Environmental Quality Assurance Division and Consultant Agreement Section) and Technical Training Contracts with the National Highway Institute. As an instructor, Rick has developed and delivered comprehensive training on topics including linking planning and NEPA, managing roadway impacts on stream ecosystems, context-sensitive solutions, wetland banking, and other trending environmental service topics. Rick utilizes this policy-focused expertise combined with his extensive hands-on experience preparing environmental documentation and managing regulatory compliance for EIS, EA, and CE projects to strengthen technical excellence in the firm’s Environmental Group.
Prior to joining McCormick Taylor in 1993, Rick worked for the Pennsylvania Department of Environmental Protection in their Chapter 105 Wetland and Waterway Program, and earned a Bachelor of Science degree in Wildlife Science and Environmental Resource Management from Penn State University. When he’s not working, Rick enjoys spending time with his family, spending time outdoors, tending to his honeybees, and working on classic cars.
