THE CHALLENGE

To generate input from scores of Pennsylvania residents on transportation concerns which will be considered when planning projects for the 12-Year Program (TYP) based on assigned funding over a 12-year period.

HOW WE HELPED

McCormick Taylor developed a plan to harness new technology and innovation to provide a more convenient and accessible method to participate in transportation planning on a statewide basis. The plan continues to evolve with each cycle, and currently includes the following innovative communications tools and techniques: a new, modernized website; a customized online and printable survey; a live Online Public Forum broadcast featuring English and Spanish captioning, American Sign Language (ASL) interpretation, and an audio-only option; animated educational infographics; consistent, engaging social media content generation; interactive web maps; and a collaborative plan that brought together all key stakeholders in the process.

After engaging McCormick Taylor in 2013, public participation has continually and substantially increased each cycle. Beginning in the form of six members of the public testifying at public hearings, the biannual TYP outreach campaign now involves thousands of participants each cycle, reaching a record 10,573 respondents to a customized transportation survey and hosting over 3,000 attendees during a live, Online Public Forum.

These efforts have been recognized multiple times on local, state, and national levels as effective, meaningful, and sustainable.
