MD 43 at Honeygo Blvd Intersection Improvements
McCormick Taylor led the design and delivery of a safety and operational improvement program for a critical intersection on one of the region’s most congested corridors.
The Challenge
The intersection of MD 43 (White Marsh Boulevard) and Honeygo Boulevard was one of the most congested across Baltimore County. With MD 43 carrying nearly 58,000 vehicles per day and Honeygo carrying 32,000, peak-hour delays consistently exceeded 100 seconds, scoring the intersection an F on its level-of-service (LOS) assessment and leading to disruption to nearby traffic networks.
McCormick Taylor was selected by the Maryland Department of Transportation’s State Highway Administration to design and deliver a targeted improvement program to address traffic congestion and pedestrian safety concerns. Improvements to the intersection had to be sequenced to avoid major detours and minimize community disruption and kept within the existing footprint to avoid major utility impacts and relocations – including a critical 108-inch water main.
How We Helped
McCormick Taylor’s design plans balanced geometric modifications with signal timing plans to mitigate bottlenecks during construction, while maintaining safe and efficient operations. Utility coordination and storm drainage improvements were integrated into a sequenced construction plan that avoided detours and minimized community disruption. New sidewalks, ADA-compliant ramps, and signalized crosswalks addressed pedestrian safety and mobility in the study area. Traffic analyses using Synchro and SimTraffic software guided each phase of design.
Improvements to increase vehicular capacity at the intersection included:
- A third left-turn lane from westbound MD 43 to southbound Honeygo Boulevard,
- A third left-turn lane from southbound Honeygo Boulevard to eastbound MD 43,
- Dual right-turn lanes from westbound MD 43 to northbound Honeygo Boulevard,
- Dual right-turn lanes from northbound Honeygo Boulevard to eastbound MD 43,
- A third through lane on eastbound MD 43, and
- Expanded left-turn storage capacity on northbound Honeygo Boulevard.
The team also provided responsive technical support, phasing graphics, and public communication materials to keep residents and businesses informed. Close coordination with Maryland Transportation Authority’s concurrent work on Express Toll Lane I-95/MD 43 Interchange project reduced overall costs and prevented redundant construction across both projects.



Results
Improving this intersection enhanced access to the White Marsh retail district, Honeygo Village, and regional employment centers, supporting economic growth and community connectivity. By translating the findings of both the concept development study and traffic analyses into practical engineering solutions, McCormick Taylor significantly improved intersection operations, reduced delays, and enhanced multimodal access within an existing corridor.
