Sandy is well-known for her expertise in the administration and management of local transportation programs in southeastern Pennsylvania. She has extensive hands-on experience with bridge rehabilitation, construction, and inspection, and has served as the appointed bridge engineer for Berks, Montgomery, Chester, and Delaware Counties, assisting with project planning, development, project administration, design, and construction.
As a construction manager and the Inspector-in-Charge for a variety of construction projects over the years, she understands how critical constructability is when developing a project, and prioritizes it throughout the design process. Sandy has been a member of ASCE and ASHE for decades. She serves as the Chairman of the West Brandywine Township Municipal Authority.
A Maryland native, Sandy has resided in Chester County, PA for most of her life with her husband and two children. When she’s not traveling with her family in their RV, Sandy carts her kids in her minivan to fundraisers, school events, and all of their many sporting events. Always finding a way to stay active, Sandy plays volleyball for two leagues, including serving as captain for the St. Peter’s Church competitive volleyball team, and she also plays for our Exton office’s softball team.
